Net Framework on Win7

I tried to download Net Framework from Microsoft and it said not for Win7 64.  I thought I was in 32.  What is wrong ?

I have Windows 7 Home Premium just like my main pc, which has vArranger on it.  I don't remember having trouble then.  I tried saving the installer and changed compatibility to XP, but did no good.

vArranger is 100% compatible with 32 bits and x64 OS
